I can't believe when World Bank issued the loan to the landfill in 1999, World bank doesn't require or even carefully check the design of methane destruction. Knowing Chinese national standard GB16889-1997 mendotoryly requires landfill gas to be flared or utilized, World bank shouldn't ignore it. The loan issued should cover not only the construction of landfilling facilities but also the methane destruction equipments. I believe the feasibility study report which must have been submitted to World bank for examination contains the design of flaring or utilization.
