Effective from April 1. 2001, Electrical Appliance and Material Control Law was revised into Electrical Appliance and Material Safety Law.
At the same time, Japan Quality Assurance Organization (JQA) was approved as authorized conformity assessment body under Electrical Appliances and Materials Safety Law, and JQA has started conformity assessment service for the specified electrical appliances and materials.
Companies wishing to manufacture or import specified electrical appliances and materials under this law are required to obtain certificate of conformity for conformity assessment by an authorized conformity assessment body.
If you send an application to JQA, you can obtain "certificate of conformity" from JQA.
Also, overseas manufacturers can obtain "Equivalent to certificate of conformity" (Hereinafter referred to as "Certificate of approval" from JQA)
Importers in Japan can use a authenticated copy of "certificate of conformity Asseccment" sent from overseas manufacturers as an equivalent to "certificate of conformity".
This booklet is designed to give you clear explanation on the outline, etc. of the revision based on the transition from Electrical Appliance Material Control Low to Electrical Appliance and Material Safety Law. We hope this will be helpful, especially to overseas manufacturers.
However, regarding details of interpretation of the new law, we are not in a position to make final judgments. Our judgment is based on our past experience.
The following are the products for which JQA, as an authorized conformity assessment body, provides conformity assessment and certificate issuing service.
· Single-phase small power transformer and sodium vapor lamp
(METI ordinance item1 and 2)
· Electric heating appliances (METI ordinance item1 and 2)
· Electrical motor-operated appliances (METI ordinance item1 and 2)
· Electronic appliances (METI ordinance item1)*No requirements in item 2
· AC electronic appliances (METI ordinance item1 and 2)
· Portable engine generators (METI ordinance item1 and 2)

This flowchart shows the whole procedure for manufacturers and importers in Japan of specified electrical appliances and materials from application to JQA (Approved assessment body) for conformity assessment to getting certificate of conformity to manufacturing/ marketing.
